In Serbia, the National Consultation Mechanism for Economic Reforms (N-CoMER) is established through a strategic partnership between the European Policy Centre (CEP) and the National Convention on the European Union (NCEU). Rather than creating a parallel structure from scratch, the mechanism leverages the extensive expertise of the NCEU’s existing network. This collaborative approach ensures that the monitoring of the Reform Agenda is deeply rooted in established civil society structures, maximizing impact while avoiding the duplication of efforts.
To ensure comprehensive coverage of the Reform Agenda, the mechanism operates through specialized thematic subgroups. These groups are formed by drawing on the membership of relevant NCEU working groups for individual negotiation chapters but remain flexible and open. Co-coordinators actively invite external actors—experts and stakeholders who may not be formally part of the NCEU network but bring critical specific expertise—to ensure the dialogue is truly inclusive and representative of the wider society
