On 30 July and 8 October 2025, the European Commission published its assessments of North Macedonia’s implementation of the Reform Agenda for the reform steps scheduled for December 2024 and June 2025. The assessments provide an in-depth overview of the country’s performance, highlighting key areas of progress, delays and remaining gaps across priority areas. The headline figures point to a limited level of success. Of the 21 reform steps that North Macedonia committed to complete across the two reporting periods (December 2024 and June 2025), it implemented 6 reform steps, corresponding to a completion rate of 28,6 %.
