Reforma za rast: Program malih grantova

Projekat “WB Reform and Growth Monitor”, koji sprovode članovi mreže Think for Europe Network (TEN) i Transparency International BiH u Bosni i Hercegovini, uz podršku Evropske unije, objavljuje Poziv za dostavljanje predloga za „Re-form for Growth“ program malih grantova (PMG).

Cilj ovog Poziva je osnažiti organizacije civilnog društva da pruže nezavisno praćenje, zagovaranje i sektorski specifične perspektive u vezi sa implementacijom Plana rasta za Zapadni Balkan (GPWB).

Ukupno je za PMG predviđeno 314.620 EUR za podršku do 20 grantova, sa periodom implementacije od 10 do 12 meseci po akciji. Finansijski okvir za grantove je sledeći:

  • Maksimalni iznos granta: 16.000 EUR
  • Indikativni prosečni grant: 15.730 EUR

Indikativna regionalna raspodela je planirana na sledeći način:

Da bi bio/la podoban/a za dobijanje granta, podnosilac prijave mora:

  • Biti pravno lice;
  • Biti neprofitna organizacija;
  • Biti organizacija civilnog društva čije se aktivnosti sprovode na nacionalnom i/ili lokalnom nivou (tj. u okviru jedne ili više jedinica lokalne samouprave);
  • Pokazati aktivno angažovanje i relevantno iskustvo u jednoj ili više tematskih oblasti relevantnih za ovaj Poziv za dostavljanje predloga, kroz svoj mandat, prethodne ili tekuće aktivnosti, istraživanja, praćenje ili zagovarački rad;
  • Biti registrovan/a u jednoj od sledećih zemalja: Severna Makedonija, Srbija, Crna Gora, Albanija, Bosna i Hercegovina ili Kosovo, najmanje šest (6) meseci pre objavljivanja ovog Poziva;
  • Biti direktno odgovoran/a za pripremu i upravljanje akcijom, a ne delovati kao posrednik;
  • Imati dovoljnu operativnu i finansijsku sposobnost za sprovođenje predložene akcije;Ne sme biti korisnik finansiranja u okviru EU Programa za civilno društvo i medije (CSF) (Referentni broj EuropeAid/179703/DH/ACT/Multi) za isti period implementacije predložene akcije.

  1. Integracija sa Jedinstvenim tržištem EU;
  2. Regionalna integracija kroz Zajedničko regionalno tržište;
  3. Prioritetne oblasti reformskih agendi;

Реформа за раст: Механизам за мали грантови

Проектот  „Следење реформи и раст во Западен Балкан“, спроведуван од членови на мрежата Мисли за Европа (ТЕН) и Транспаренси Интернешнл – Босна и Херцеговина (ТИ-БиХ), со поддршка од Европската Унија, објавува Повик за предлози во рамки на Механизмот за мали грантови „Реформа за раст“.

Целта на овој Повик е да ги зајакне граѓанските организации во обезбедувањето независен мониторинг, застапување и секторски перспективи во однос на имплементацијата на Планот за раст за Западен Балкан.

Вкупен износ од 314.620 евра е доделен на SGF за поддршка на максимум 20 грантови, со период на спроведување од 10 до 12 месеци по акција. Финансиската рамка за грантовите е следна:

  • Максимален износ на грант: 16.000 евра
  • Индикативен просечен грант: 15.730 евра

За да биде подобен за грант, апликантот мора:

  • Да биде правно лице;
  • Да биде непрофитен субјект;
  • Да биде граѓанска организација чии активности се спроведуваат на национално и/или локално ниво (т.е. во рамките на една или повеќе единици на локалната самоуправа);
  • Да покаже активно и соодветно искуство во една или повеќе тематски области на овој Повик, преку својот мандат, претходни или тековни активности, истражување, следење или застапување; 
  • Да биде регистриран во една од следниве земји: Северна Македонија, Србија, Црна Гора, Албанија, Босна и Херцеговина или Косово, најмалку шест (6) месеци пред објавувањето на овој Повик;
  • Да биде директно одговорен за подготовката и управувањето со акцијата, а не да дејствува како посредник;
  • Да имаат доволен оперативен и финансиски капацитет за спроведување на предложената акција;
  • Да не биде корисник на средства во рамките на Програмата на ЕУ за граѓанско општество и Медиумската програма (Референтен број EuropeAid/179703/DH/ACT/Multi) во истиот период на спроведување на предложената акција.

  1. Интеграција во единствениот пазар на ЕУ;
  2. Регионална интеграција преку Заедничкиот регионален пазар (ЗРП);
  3. Приоритетни области од Реформските агенди;
  4. Спроведување на Инструментот за реформи и раст (ИРР);

Reforma për Rritje: Skema e Granteve të Vogla

Projekti “WB Reform and Growth Monitor”, i zbatuar nga anëtarët e Think for Europe Network (TEN) dhe Transparency International në Bosnje dhe Hercegovinë (TI BiH), me mbështetjen e Bashkimit Evropian, shpall Thirrjen për Propozime në kuadër të Skemës së Granteve të Vogla “Re-form for Growth” (Small Grant Facility – SGF).

Qëllimi i kësaj thirrjeje është fuqizimi i organizatave të shoqërisë civile për të ofruar monitorim të pavarur, advokim dhe perspektiva sektoriale lidhur me zbatimin e Planit të Rritjes për Ballkanin Perëndimor (Growth Plan for the Western Balkans – GPWB).

Një shumë totale prej 314,620 euro është ndarë për këtë Skemë të Granteve të Vogla, për të mbështetur deri në 20 grante, me një periudhë zbatimi prej 10 deri në 12 muaj për secilin projekt.

Për t’u kualifikuar për grant, aplikanti duhet:

  • Të jetë subjekt juridik;
  • Të jetë subjekt jofitimprurës;
  • Të jetë organizatë e shoqërisë civile, aktivitetet e së cilës zbatohen në nivel kombëtar dhe/ose lokal (domethënë brenda një ose më shumë njësive të vetëqeverisjes lokale);
  • Të demonstrojë angazhim aktiv dhe përvojë në një ose më shumë fusha tematike relevante për këtë Thirrje për Propozime, nëpërmjet mandatit të saj, aktiviteteve të mëparshme ose të vazhdueshme, punës kërkimore, monitoruese ose avokuese;
  • Të jetë i regjistruar në një nga vendet e mëposhtme: Maqedonia e Veriut, Serbia, Mali i Zi, Shqipëria, Bosnja dhe Hercegovina, ose Kosova, të paktën gjashtë (6) muaj para publikimit të kësaj Thirrjeje për Propozime;
  • Të jetë përgjegjës drejtpërdrejt për përgatitjen dhe menaxhimin e veprimit, dhe të mos veprojë si ndërmjetës;
  • Të ketë kapacitet të mjaftueshëm operativ dhe financiar për ta zbatuar veprimin e propozuar;
  • Të mos jetë përfitues i fondeve në kuadër të Programit të BE-së për Shoqërinë Civile (CSF) dhe Mediat (Nr. i Referencës EuropeAid/179703/DH/ACT/Multi) për të njëjtën periudhë zbatimi të veprimit të propozuar.

Kosovo Ratifies EU Growth Plan Agreements: A Critical Step Forward

The Assembly of Kosovo has ratified the Facility and Loan Agreements with the European Union, marking a milestone for the country’s participation in the EU Growth Plan for the Western Balkans. This legislative action formally opens the path for the implementation of the Reform Agenda and provides access to the financial incentives designed to accelerate socio-economic convergence with the European Union.

While the ratification is a significant step, the focus must now shift toward the immediate fulfillment of technical requirements to ensure the disbursement of the initial 7% prepayment, totaling 61.8 million euros. This process necessitates the swift establishment of the Monitoring Committee for the Implementation of the Growth Plan and the formal appointment of a national coordinator. These administrative actions are essential to maintain the momentum of the Reform Agenda within the established deadlines.

The timeline for implementation is particularly compressed, as deadlines for the first three semesters have already passed. A primary concern is the upcoming reform measures set for June 2025, for which the final grace period expires on June 30, 2026. This specific phase includes 13 reform steps tied to an allocation of 90.7 million euros. Given that a significant portion of the allocated time for these measures has already elapsed, the coordination of efforts through a dedicated task force is highly recommended to ensure no further delays occur.

Ultimately, the successful execution of these reforms serves a dual purpose. It provides financial support for the national economy while simultaneously aligning the legal, political, and administrative framework with the EU acquis. After a period of legislative delay, a unified and accelerated approach to these reforms is necessary to meet the benchmarks of the Growth Plan and ensure the country remains on a steady path toward European integration.

Kosovo’s Dream Year: What Could Have Been in 2025

Disclaimer: Since it is so difficult to find some positivity in the current political situation, we had to invent a parallel reality to make a comparison of what we could have had if things went smoothly. The events set out in this op-ed, sadly enough, are entirely fictional.

Happy New Year 2026!

The year that we are leaving behind was certainly memorable with many positive events that helped propel Kosovo’s EU aspirations.

In the beginning of the year, the political parties were able to quickly come to an understanding that Kosovo needs a steady executive to pursue its strategic goals, therefore they left behind their ideological and political differences and created a stable government and a functional Assembly.

Once the government was created, it immediately went ahead with the signing of the Loan Agreement from the Reform and Growth Facility, and presented it to the Parliament together with the already signed Facility Agreement. The Members of Parliament, understanding their duty to serve the European aspiration of the people and not the daily squabbles, voted in favor of the treaties almost unanimously. After some technical steps, within weeks Kosovo was allocated the pre-financing of some €61.8 million, of which some 55% were allocated to the Western Balkans Investment Framework and the rest were dedicated as direct budget support for the government. After almost two years of punitive measures, this was a very positive sign by the European Union for Kosovo.

The responsible politicians of Kosovo understood that merely declarations of commitment to the European Union are not enough. As the old saying goes, words are good, deeds are better. Therefore, the new government set out to seriously and speedily implement all the reform steps laid out in Kosovo’s Reform Agenda. As a result, until the end of this year, the Government of Kosovo successfully implemented all 40 reform steps set out for the first three semesters and as a result was allocated €300 million euros in total, after taking into account the pre-financing as well. Such a massive amount of investment spurred an impressive economic growth for Kosovo.

Such an exemplary performance from Kosovo became a prime factor in the decision of the European Council and Commission to retrieve the punitive measures introduced in June 2023. After all, it was so unfair to keep such measures against a country that had such a terrific record in the implementation of the EU oriented-reforms. Even the most vehement opponents of the withdrawal of the punitive measures were robbed of their arguments by such a performance. In fact, there is a momentum to open accession negotiations with Kosovo, but the discussions are still on-going.

Experts believe that by implementing the Reform Agenda in such a decisive manner, Kosovo undoubtedly benefitted financially, however it also improved its chances of getting into the EU. This year’s Country Report was very positive and there were improvements in the overall evaluation in the majority of the policy areas. Experts state that such a progress will help Kosovo down the line to have smoother negotiations for accession.

As you can see, Kosovo had an incredible year thanks to a responsible political class. They were able to move beyond slogans and set their differences aside to work for common good. One has to wonder how things would be if instead they stuck to their guns on minute differences and lost a whole year on fruitless debates!

Ky Raport i Përditësuar i Agjendës së Reformave: Monitorimi i Reformave është i pari në serinë e raporteve kombëtare të monitorimit në kuadër të projektit për Monitorimin e Reformave (Reform Monitor).

Ky Raport i Përditësuar i Agjendës së Reformave: Monitorimi i Reformave është përditësim preliminar i hartuar si një pasqyrë e shkurtër (vërejtje!) e mesit të semestrit dhe jo si një vlerësim i detajuar. Gjersa ekipi i projektit po e piloton qasjen metodologjike dhe treguesit, zhvillimet e mëtejshme të politikave në javët në vijim mund ta ndryshojnë statusin e reformave që aktualisht janë në pritje. Shtetet kanë edhe një muaj kohë për të bërë progres të mëtejshëm për t’i përmbushur afatet e qershorit 2025.

Monitorimi i Reformave ndjek zbatimin e hapave të përzgjedhur të reformës nga Agjendat e Reformës. Hapat e përzgjedhur të reformës janë të organizuar në të ashtuquajturat “domene politikash” që bien brenda fushave të politikave dhe nën-fushave të Agjendave të Reformës. Këto “domene politikash” zhvillohen duke u bazuar në një nivel shtesë të identifikimit të reformës dhe kodimit të hapave të reformës nga ekipi i projektit. Kjo qasje është zgjedhur me qëllim që të vihet fokusi tek hapat e reformës të përbashkët në të gjithë rajonin e BP dhe për të mundësuar analiza, referime dhe krahasime në nivel rajonal, duke pasur parasysh burimet njerëzore në dispozicion dhe ekspertizën tematike të rrjetit TEN. Për informata në lidhje me aspektet metodologjike dhe procesin e përzgjedhjes së hapave të reformës, shih draftin me të dhëna mbi metodologjinë.

Ky Raport i Përditësuar i Agjendës së Reformave ndjek një strukturë të harmonizuar me metodologjinë e Monitorimit të Reformave, dhe përfshinë: (1) një Përmbledhje Ekzekutive të nivelit të lartë; (2) pajtueshmërinë procedurale sipas RGF-së; (3) statusin e zbatimit të hapave të reformës për çdo domen politikash; dhe (4) narrativën dhe analizën e progresit dhe sfidave kryesore. Çdo pjesë ofron një pasqyrë të përgjithshme të progresit dhe pengesave që lidhen me zbatimin e Agjendës së Reformave në Kosovë.

Ju lutemi vini re se data e fundit për mbledhjen dhe vlerësimin e të dhënave për këtë përditësim është 31 maj 2025. Zhvillimet që ndodhin pas kësaj date nuk pasqyrohen në këtë raport, por do të merren parasysh në përditësimet pasuese.

Kosovo Reform Agenda Update – Pilot Reform Monitor

This Reform Agenda Update: Pilot Reform Monitor is the first in the series of national monitoring reports within the Reform Monitor project.

This first  Reform Agenda Update: Pilot Reform Monitor is a preliminary update intended as a mid-semester snapshot (alert!) rather than a detailed evaluation. As the project team pilots the methodological approach and the indicators, further policy developments in the coming weeks may shift the status of currently pending reforms. The countries have one more month to make further progress to meet the June 2025 deadlines.

The Reform Monitor tracks the implementation of selected reform steps from the Reform Agendas. The selected reform steps are organised in so-called “policy domains” that fall within the policy areas and sub-areas of the Reform Agendas. These “policy domains” are developed following an additional level of reform identification and coding of reform steps by the project team. This approach was chosen to focus on reform steps common across the WB region and to enable regional-level analyses, benchmarking and comparability, given the available human resources and the thematic expertise of the TEN network. This Pilot Reform Agenda Update follows a structure aligned with the Reform Monitor’s methodology, covering: (1) a high-level Executive Summary; (2) procedural compliance under the RGF; (3) reform steps implementation status per policy domain; and (4) narrative and analysis of key progress and challenges. Each section provides a snapshot of progress and obstacles related to Kosovo’s Reform Agenda implementation.

Please note that the cut-off date for data collection and assessment for this update is May 31, 2025. Developments occurring after this date are not reflected in this report but will be considered in subsequent updates.
