Montenegro Reform Agenda Update – Pilot Reform Monitor

This Reform Agenda Update: Pilot Reform Monitor is the first in the series of national monitoring reports within the Reform Monitor project.

This first  Reform Agenda Update: Pilot Reform Monitor is a preliminary update intended as a mid-semester snapshot (alert!) rather than a detailed evaluation. As the project team pilots the methodological approach and the indicators, further policy developments in the coming weeks may shift the status of currently pending reforms.

The Reform Monitor tracks the implementation of selected reform steps from the Reform Agenda. The selected reform steps are organised in so-called “policy domains” that fall within the policy areas and sub-areas of the Reform Agendas. These “policy domains” are developed following an additional level of reform identification and coding of reform steps by the project team. This approach was chosen to focus on reform steps common across the WB region and to enable regional-level analyses, benchmarking and comparability, given the available human resources and the thematic expertise of the TEN network. This Pilot Reform Agenda Update follows a structure aligned with the Reform Monitor’s methodology, covering: (1) a high-level Executive Summary; (2) procedural compliance under the RGF; (3) reform steps implementation status per policy domain; and (4) narrative and analysis of key progress and challenges. Each section provides a snapshot of progress and obstacles related to Montenegro’s Reform Agenda implementation.

Please note that the cut-off date for data collection and assessment for this update is 30 June 2025. Developments occurring after this date are not reflected in this report but will be considered in subsequent updates.

EU Commission published its first assessments and greenlighted partial release of funds for Montenegro and North Macedonia under the Western Balkans Reform Facility

The European Commission has approved the initial release of funds under the Reform and Growth Facility for the Western Balkans, in accordance with implementing decisions adopted on 30 July 2025. These implementing decisions specify the amounts and the procedure for the release of the non-repayable and the loan support for Montenegro and North Macedonia. 

The implementing decisions are accompanied by the first formal assessments under the Reform and Growth Facility for the Western Balkans, offering detailed evaluations of the reforms implemented by North Macedonia and Montenegro. The assessment covers the payment conditions for the period since the entry into force of Regulation (EU) 2024/1449 on 25 May 2024 and until 28 February 2025, i.e the first deadlines in the respective Reform Agendas.  

North Macedonia

The European Commission found that only 2 of 5 conditions are fulfilled by North Macedonia. With that, the country will receive €7,918,701.90 net (post-pre-financing clearance): €2,272,568.64 in non-repayable grants and €5,646,133.26 in loans, with 34.75% (€1,962,031.31) allocated to the Western Balkans Investment Framework (WBIF). North Macedonia got finances for amending the corporate law to introduce new rules on the appointment of independent board members of State Owned Companies in the Business environment and private sector development policy area, as well as for the adoption of the Public Internal Financial Controls (PIFC) Law in the Governance, Public Administration Reform and Public Financial Management policy area.

Montenegro

Montenegro met 7 of 14 conditions, unlocking €10,178,175.47 net (post-pre-financing clearance): €2,921,009.36 in non-repayable grants and €7,257,166.11 in loans, including 34.75% (€2,521,865.22) for WBIF projects.  Montenegro released funds by improving the transparency of the inter-governmental agreements and third-country contracts, and keeping a publicly available and up to date register of SOEs and companies with State’s participation, including municipal companies in the Business environment and private sector development policy area. They also released funds by ensuring the issuing of Energy Performance Certificates (in line with the EPBD) and amended the relevant legislation to enable effective decision-making on energy efficiency investments for homeowners as part of the Energy and Green transition policy area. In the policy area of Digital Transition they adopted the Law on Information Security in full alignment with the NIS2 directive, they adopted the National Plan for deployment of Broadband infrastructure by the Government and a plan for full deployment of transactional national and local level public electronic services 2025-2027. The final implemented reform was the appointment of the Supreme Court presiding as part of the Fundamentals and Rule of Law policy area.

Similar assessments are anticipated for Serbia and Albania. In contrast, Kosovo has not yet ratified the requisite loan and facility agreements essential for fund disbursement under the Facility, while Bosnia and Herzegovina lacks final approval from the European Commission on its submitted Reform Agenda.

Северна Македонија – Извештај за спроведувањето на реформската агенда: Пилот-следење на реформите

Извештајот од спроведувањето на реформската агенда: Пилот-следење на реформите е прв од серијата национални извештаи од следењето во рамките на проектот Следење на реформи и раст во Западен Балкан.

Овој прв извештај од спроведувањето на реформската агенда: Пилот-следењето на реформите е прелиминарен полугодишен пресек (слика), а не детална евалуација. Затоа што проектниот тим го тестира методолошкиот пристап и индикаторите, понатамошниот развој на политиките во следните недели може да доведе до промена на статусот на реформите што се во најава.

Следењето на реформите се однесува на спроведувањето на избраните реформски чекори од Реформската агенда. Избраните реформски чекори се организирани во т.н. „домени на политики“ што спаѓаат во области и подобласти на политики на Реформските агенди. Овие „домени на политики“ се развиени врз основа на дополнително ниво на идентификација и кодирање на реформските чекори од страна на проектниот тим. Пристапот е избран со цел сосредоточување на заедничките реформски чекори во регионот на Западен Балкан и овозможување анализа, бенчмаркинг и споредливост на регионално ниво, земајќи ги предвид ограничените човечки ресурси и тематската експертиза на мрежата TEN. Пилот-извештајот за спроведување на реформската агенда е подготвен врз основа на методологијата за Следење на реформите и опфаќа: (1) извршно резиме на високо ниво; (2) анализа на постапната усогласеност според рамката на Инструментот за реформи и раст; (3) преглед на статусот на спроведување на реформите по домени на политики; и (4) наративна анализа на клучниот напредок и клучните предизвици. Секој дел дава слика за напредокот и предизвиците во спроведувањето на реформската агенда на Република Северна Македонија.

Имајте предвид дека крајниот рок за прибирање и оцена на податоците за овој извештај е 30 јуни 2025 година. Настаните што ќе се случуваат по овој датум не се опфатени во овој извештај, но ќе бидат земени предвид во следните.

Srbija – Pregled ispunjenosti Reformske agende: Pilot-monitor reformi

Ovi ažurirani podaci o Reformskoj agendi: Pilot-monitor reformi prvi je u nizu nacionalnih izveštaja o monitoringu u okviru projekta „Praćenje reformi”.

Ovaj prvi pregled ispunjenosti Reformske agende – Pilot-monitor reformi je preliminarno ažuriranje namenjeno kao presek stanja sredinom semestra (upozorenje!), a ne kao detaljna evaluacija. Kako projektni tim probno primenjuje metodološki pristup i indikatore, novi momenti politike u narednim nedeljama mogu da promene status reformi koje su trenutno na čekanju. Zemlje obuhvaćene ovim procesom imaju još mesec dana da ostvare dalji napredak kako bi ispunile rokove koji ističu u junu 2025. godine. 

Monitor reformi prati preduzimanje odabranih reformskih koraka iz Reformskih programa. Odabrani koraci reformi organizovani su u takozvanim „domenima politike” koji spadaju u oblasti politike i pod-oblasti Reformske agendi. Ovi „domeni politike” su utvrđeni nakon dodatnog nivoa identifikacije reformi i kodiranja reformskih koraka koje je obavio projektni tim. Ovaj pristup je izabran radi fokusa na reformskim koracima zajedničkim celom regionu Zapadnog Balkana i da bi omogućio analize na regionalnom nivou, postavljanje merila i uporedivost, s obzirom na raspoložive ljudske resurse i tematsku ekspertizu TEN mreže. Ovo probno ažuriranje podataka o ispunjenosti Reformske agende prati strukturu usklađenu sa metodologijom Monitora reformi, koja obuhvata: (1) Sažetak za visoki nivo; (2) Proceduralnu usklađenost sa Instrumentom za reforme I rast; (3) Status realizacije reformskih koraka po domenu politike; i (4) Narativ i analizu ključnog napretka i izazova. Svaki odeljak daje trenutnu sliku napretka i prepreka u vezi sa sprovođenjem Reformske agende Srbije.

Treba imati na umu da je krajnji datum za prikupljanje i procenu podataka za ovo ažuriranje 30. jun 2025. godine. Dešavanja koja nastupe nakon ovog datuma nisu obuhvaćena ovim izveštajem, ali će biti razmotrena u narednim pregledima.

Albania Raport i përditësuar i Agjendës së Reformave: Monitorimi i Reformave

Përditësimi mbi Agjendën e Reformave: Monitorimi Pilot i Reformave është i pari në serinë e raporteve kombëtare të monitorimit në kuadër të projektit të Monitorimit të Reformave.

Përditësimi i parë mbi Agjendën e Reformave: Monitorimi Pilot i Reformave është një përditësim paraprak i menduar më shumë si një përmbledhje e shkurtër (paralajmëruese!), se sa si një vlerësim i detajuar. Ndërkohë që ekipi i projektit po piloton qasjen metodologjike dhe treguesit, zhvillimet e mëtejshme të politikave në javët në vijim mund të sjellin ndryshime në statusin e reformave që janë aktualisht në pritje. Shtetet kanë edhe një muaj për të bërë progres të mëtejshëm në përmbushjen e afateve të qershorit 2025. 

Monitorimi ndjek zbatimin e hapave të përzgjedhur nga Agjendat e Reformave. Hapat e përzgjedhur janë të organizuar në të ashtuquajturat “domene politikash” që bien brenda fushave të politikave dhe nën-fushave të Agjendave të Reformës. “Domenet e politikave”  janë zhvilluar si një tjetër shtresë e identifikimit të reformave dhe kodimit të hapave të reformave nga ekipi i projektit. Kjo qasje është zgjedhur me qëllim që të vihet fokusi tek hapat e reformave të përbashkëta
në të gjithë rajonin e BP-së dhe për të mundësuar analiza, referime dhe krahasime në nivel rajonal, duke pasur parasysh burimet njerëzore në dispozicion dhe ekspertizën tematike të rrjetit TEN. Përditësimi Pilot mbi Agjendën e Reformave ndjek një strukturë të harmonizuar me metodologjinë e Monitorimit të Reformave, duke mbuluar: (1) Përmbledhjen ekzekutive; (2) pajtueshmërinë procedurale sipas RGF-së; (3) statusin e zbatimit të hapave të reformave sipas domeneve të politikave; dhe (4) narrativën dhe analizën e ecurisë dhe sfidave kyç. Çdo pjesë ofron një pasqyrë të përgjithshme të ecurisë dhe pengesave që lidhen me zbatimin e Agjendës së Reformave në Shqipëri.

Ju lutemi të merrni në konsideratë se data e fundit e mbledhjes dhe vlerësimit të të dhënave për këtë përditësim ka qenë 30 qershor 2025. Zhvillimet që do të ndodhin pas kësaj date nuk do të pasqyrohen në këtë raport, por do të merren parasysh në përditësimet pasardhëse.

Kosova Raport i përditësuar i Agjendës së Reformave: Monitorimi i Reformave

Ky Raport i Përditësuar i Agjendës së Reformave: Monitorimi i Reformave është i pari në serinë e raporteve kombëtare të monitorimit në kuadër të projektit për Monitorimin e Reformave (Reform Monitor).

Ky Raport i Përditësuar i Agjendës së Reformave: Monitorimi i Reformave është përditësim preliminar i hartuar si një pasqyrë e shkurtër (vërejtje!) e mesit të semestrit dhe jo si një vlerësim i detajuar. Gjersa ekipi i projektit po e piloton qasjen metodologjike dhe treguesit, zhvillimet e mëtejshme të politikave në javët në vijim mund ta ndryshojnë statusin e reformave që aktualisht janë në pritje. Shtetet kanë edhe një muaj kohë për të bërë progres të mëtejshëm për t’i përmbushur afatet e qershorit 2025.

Monitorimi i Reformave ndjek zbatimin e hapave të përzgjedhur të reformës nga Agjendat e Reformës. Hapat e përzgjedhur të reformës janë të organizuar në të ashtuquajturat “domene politikash” që bien brenda fushave të politikave dhe nën-fushave të Agjendave të Reformës. Këto “domene politikash” zhvillohen duke u bazuar në një nivel shtesë të identifikimit të reformës dhe kodimit të hapave të reformës nga ekipi i projektit. Kjo qasje është zgjedhur me qëllim që të vihet fokusi tek hapat e reformës të përbashkët në të gjithë rajonin e BP dhe për të mundësuar analiza, referime dhe krahasime në nivel rajonal, duke pasur parasysh burimet njerëzore në dispozicion dhe ekspertizën tematike të rrjetit TEN. Për informata në lidhje me aspektet metodologjike dhe procesin e përzgjedhjes së hapave të reformës, shih draftin me të dhëna mbi metodologjinë.

Ky Raport i Përditësuar i Agjendës së Reformave ndjek një strukturë të harmonizuar me metodologjinë e Monitorimit të Reformave, dhe përfshinë: (1) një Përmbledhje Ekzekutive të nivelit të lartë; (2) pajtueshmërinë procedurale sipas RGF-së; (3) statusin e zbatimit të hapave të reformës për çdo domen politikash; dhe (4) narrativën dhe analizën e progresit dhe sfidave kryesore. Çdo pjesë ofron një pasqyrë të përgjithshme të progresit dhe pengesave që lidhen me zbatimin e Agjendës së Reformave në Kosovë.

Ju lutemi vini re se data e fundit për mbledhjen dhe vlerësimin e të dhënave për këtë përditësim është 31 maj 2025. Zhvillimet që ndodhin pas kësaj date nuk pasqyrohen në këtë raport, por do të merren parasysh në përditësimet pasuese.
