Crna Gora: Pregled ispunjenosti reformske agende – Monitor reformi – drugo polugodište 2025

Ova publikacija je dio niza izvještaja „Pregled ispunjenosti Reformske agende“, odnosno nacionalnih izvještaja o monitoringu koji prate sprovođenje reformskih agendi unutar Instrumenta za reforme i rast za Zapadni Balkan, u okviru projekta „Monitor reformi“.

„Pregled ispunjenosti Reformske agende“ fokusira se na napredak u sprovođenju obaveza specifičnih za svaku državu u okviru Instrumenta za reforme i rast. Monitoring se sprovodi putem skupa proceduralnih indikatora, indikatora vezanih za sprovođenje reformi i finansijskih indikatora. Proces praćenja, odnosno monitoringa je suštinski usmjeren na reformske korake sa definisanim rokovima, pri čemu se njihov status sprovođenja procjenjuje na osnovu javno dostupnih podataka i zvanične dokumentacije pribavljene od strane nacionalnih organa, a gdje je relevantno, dopunjene informacijama nezavisnih institucija i organizacija civilnog društva. Posebna pažnja posvećuje se učešću zainteresovanih strana i transparentnosti.

Monitoring obuhvata odabrane reforme organizovane u takozvane „sektore politike“, koji su formirani kodiranjem pod-oblasti usklađenih oblasti politike u okviru reformskih agendi. Odabrani sektori politike, koji omogućavaju analize na regionalnom nivou, uspostavljanje polaznih tačaka i uporedivost, zasnivaju se na raspoloživim ljudskim resursima i tematskoj ekspertizi mreže TEN.

Pregled ispunjenosti Reformske agende strukturiran je na sljedeći način: ključni nalazi i preporuke predstavljaju izvršni sažetak. Poglavlja Pravni i institucionalni okvir i Zahtjevi i isplata sredstava prate ukupni napredak u proceduralnim i finansijskim aspektima sprovođenja Reformske agende. Posljednje poglavlje, Reforme u fokusu: sektori politike Monitora reformi, donosi nezavisne nalaze praćenja odabranih reformi. Pojedinačni odjeljci u okviru ovog poglavlja sadržne narativni pregled napretka i izazova u sprovođenju Reformske agende za Crnu Goru.

Krajnji datum za prikupljanje podataka i procjenu za ovaj pregled ispunjenosti je 31.12.2025. Dalji razvoj politika može uticati na status trenutno nezavršenih reformi i biće obuhvaćen u narednim pregledima ispunjenosti.

Ovi pregledi ispunjenosti ne predstavljaju zamjenu za formalnu ulogu procjene Evropske komisije.

Montenegro – Reform Agenda Update – 2nd Semester 2025

The “Reform Agenda Updates” assessment focuses on the implementation progress of country-specific obligations under the RGF. The monitoring exercise covers selected reforms organised into so-called “policy domains,” created by coding the sub-areas of the harmonised policy areas in the Reform Agendas. The selected policy domains, which enable regional-level analyses, benchmarking, and comparability, are supported by the available human resources and the thematic expertise of the TEN network.

The last section, Reforms in Focus: Reform Monitor policy domains, provides independent monitoring findings on selected reforms. Here, each section provides a narrative snapshot of progress and obstacles in implementing Serbia’s Reform Agenda.

The cut-off date for data collection and assessment for this update is 31.12.2025. Further policy developments may shift the status of currently pending reforms and will be reflected in subsequent updates.

Северна Македонија – Извештај за спроведувањето на реформската агенда – второ полугодие 2025

Оваа публикација е дел од серијата „Извештаи за спроведувањето на Реформската агенда“ – национални извештаи кои ја следат имплементацијата на реформските агенди како дел од Инструментот за реформи и раст (ИРР) за Западен Балкан, во рамките на проектот „Следење на реформите“.

Оценката на „Извештајот за спроведување на реформската агенда“ се фокусира на напредокот на земјата во спроведувањето на нејзините обврски од ИРР. Следењето се спроведува преку збир на процедурални, реформски и финансиски индикатори. Оваа активност ги следи реформските чекори со утврдени рокови, при што се оценува нивниот степен на исполнување врз основа на јавно достапни докази и официјална документација обезбедена од националните власти, а по потреба надополнета со информации од независни институции и од граѓанското општество. Хоризонтално внимание се посветува на учеството на засегнатите страни и на транспарентноста.

Следењето опфаќа реформи организирани во т.н. „домени на политики“, формирани преку кодирање на подрачјата во рамките на усогласените области на политики во Реформските агенди. Избраните политички домени, кои овозможуваат анализи на регионално ниво, вредносно оценување и меѓусебна споредливост, се потпираат на човечките ресурси и тематската експертиза на мрежата TEN.

Kosovë: Raport i përditësuar i Agjendës së Reformave Semestri i 2-të, 2025

Ky botim është pjesë e serisë “Raport i përditësuar i Agjendës së Reformave”, raporte kombëtare monitorimi që përcjellin zbatimin e Agjendave të Reformës si pjesë e Instrumentit për Reformë dhe Rritje për Ballkanin Perëndimor, në kuadër të projektit për Monitorimin e Reformave.

Analiza i “Raporteve të përditësuara të Agjendës së Reformave” përqendrohet në progresin e zbatimit të detyrimeve specifike të vendit sipas IRRr-së. Monitorimi kryhet përmes një sërë treguesish proceduralë, të zbatimit të reformës dhe financiarë. Thelbi i ushtrimit të monitorimit është gjurmimi i progresit të reformave me afate të përcaktuara, duke vlerësuar statusin e zbatimit të tyre bazuar në provat që janë në dispozicion publikisht dhe dokumentacionin zyrtar të marrë nga autoritetet kombëtare, dhe, kur është e nevojshme, të plotësuar me informata nga institucione të pavarura dhe burime të shoqërisë civile. Vëmendje ndërsektoriale i kushtohet pjesëmarrjes dhe transparencës së akterëve.

Ushtrimi i monitorimit mbulon reforma të përzgjedhura të organizuara në të ashtuquajturat “fusha të politikave“, të krijuara duke koduar nënfushat e harmonizuara të politikave në Agjendat e Reformave. Fushat e zgjedhura të politikave, të cilat mundësojnë analiza në nivel rajonal, përcaktimin e standardeve dhe krahasueshmërinë, mbështeten nga burimet njerëzore në dispozicion dhe ekspertiza tematike e rrjetit TEN.

Kapitujt mbi Marrëveshjet Ligjore dhe Institucionale dhe Kërkesat dhe Lëshimin e Fondeve monitorojnë progresin e përgjithshëm në aspektet procedurale dhe financiare të zbatimit të Agjendës së Reformave. Kapitulli i fundit, Reformat në Fokus: Domenet e politikave të Monitorimit të Reformave, ofron gjetje të pavarura të monitorimit mbi reformat e zgjedhura. Këtu, secili kapitulln ofron një pasqyrë narrative të progresit dhe pengesave në zbatimin e Agjendës së Reformave për Kosovën.

Data e fundit për mbledhjen dhe vlerësimin e të dhënave për këtë raport të përditësuar është 31.12.2025. Zhvillimet e mëtejshme të politikave mund të ndryshojnë statusin e reformave që aktualisht janë në pritje dhe do të pasqyrohen në raportet vijuese.

Këto përditësime monitorimi nuk e zëvendësojnë rolin formal të vlerësimit që bart Komisioni Evropian.

Reformska agenda Bosne i Hercegovine: Između političkog zastoja i uslovljavanja od strane EU

Reformska agenda (RA) Bosne i Hercegovine (BiH) predstavlja strateški okvir razvijen u okviru Plana rasta Evropske komisije za Zapadni Balkan (Plan rasta) i Instrumenta za reformu i rast (RGF), s ciljem da se finansijska podrška veže za napredak u sprovođenju mjerljivih reformi. Agenda omogućava BiH da pokaže političku opredijeljenost i administrativne kapacitete za sprovođenje reformi usklađenih sa standardima EU, uz paralelno jačanje funkcionalnosti institucija neophodne za vođenje pregovora o pristupanju.

BiH je svoju Reformsku agendu dostavila sa zakašnjenjem od jedne godine, te je u 2026. godinu ušla bez ispunjenih ključnih uslova za povlačenje sredstava, uključujući zaključivanje i ratifikaciju Sporazuma o korištenju sredstava iz Instrumenta i Kreditnog sporazuma, kao i uspostavljanje odgovarajućih domaćih struktura za implementaciju i izvještavanje.

Reformska agenda je organizovana u četiri oblasti politike i operacionalizovana kroz 26 reformi, 113 reformskih koraka i 372 aktivnosti. Ove komponente su grupisane u sljedeće četiri oblasti: Zelena i digitalna tranzicija, Razvoj privatnog sektora i poslovnog okruženja, Razvoj ljudskog kapitala i Temelji. Iako Agenda obuhvata oblasti ekonomskog upravljanja, poslovnog okruženja, ljudskog kapitala te zelene i digitalne tranzicije, ključni značaj imaju temelji koji utiču na kredibilitet procesa pristupanja, naročito u kontekstu poglavlja 23 i 24, u kojima sprovođenje zakona, nezavisnost institucija i ostvareni rezultati imaju presudan značaj i gdje izvještaji Evropske komisije već godinama ukazuju na ograničen napredak i postojanje sistemskih nedostataka.

Ovaj izvještaj podijeljen je u tri dijela. Prvi dio analizira proces izrade i usvajanja politika u nacionalnom kontekstu, uključujući uzroke političkog zastoja, ulogu spornih reformi, učešće aktera koji nisu dio izvršne vlasti, konsultacije, kao i komuniciranje prema javnosti u vezi s Instrumentom. Drugi dio daje pregled ključnih oblasti politike obuhvaćenih Reformskom agendom i glavnih rizika povezanih s njihovom implementacijom. Treći dio razmatra institucionalni okvir koji je predviđen za implementaciju u okviru RGF-a, s posebnim naglaskom na rizike u upravljačkom dizajnu, izazove koordinacije i uslove za efikasno praćenje i izvještavanje.

Pored toga što predstavlja osnov za pristup sredstvima RGF-a, Reformska agenda služi i kao test sposobnosti BiH da obezbijedi koordinaciju između različitih nivoa vlasti, upravlja političkim nesuglasicama putem funkcionalnih procedura i isporuči mjerljive rezultate u rokovima koje postavlja EU. Stepen u kojem BiH uspije da Reformsku agendu pretoči u funkcionalne mehanizme implementacije i kredibilnu realizaciju reformi odrediće i njen pristup finansijskim sredstvima, ali i ukupni kredibilitet u procesu pristupanja.

Bosnia and Herzegovina’s Reform Agenda: Between Political Deadlock and EU Conditionality

Bosnia and Herzegovina’s (BiH) Reform Agenda (RA) is the strategic framework prepared under the European Commission’s Growth Plan for the Western Balkans (Growth Plan) and the Reform and Growth Facility (RGF), which is designed to link financial support to the delivery of measurable reforms. The RA provides BiH with an opportunity to demonstrate both political commitment and administrative capacity to deliver reforms aligned with EU standards, while also strengthening the institutional functionality needed for accession negotiations.

BiH submitted its RA with a one-year delay and entered 2026 without the key preconditions for disbursements in place, including signature and ratification of the Facility Agreement and the Loan Agreement, as well as the establishment of domestic implementation and reporting structures.

The RA is organised around four policy areas and translates priorities into 26 reforms, 113 reform steps, and 372 activities. These are grouped under Green and Digital Transition, Private Sector Development and Business Environment, Human Capital Development, and Fundamentals. While the Agenda spans economic governance, the business environment, human capital, and the green and digital transition, the fundamentals are central for accession credibility, particularly in areas assessed under Chapters 23 and 24, where enforcement, institutional independence, and track record are decisive, and where successive European Commission reports have for years pointed to limited progress and persistent shortcomings.

This policy update is structured in three parts. First, it analyses the development and adoption process in the national context, including the drivers of blockage, the role of contested reforms, non-executive involvement, consultations, and public communication around the Facility. Second, it provides an overview of the RA’s key policy areas and the main delivery risks embedded in them. Third, it examines the institutional setup envisaged for implementation under the RGF, with particular attention to governance design risks, coordination challenges, and the conditions for functional monitoring and reporting.

Beyond its role as a gateway to RGF funding, the RA is also a test of BiH’s ability to coordinate across jurisdictions, manage political disagreement through workable procedures, and deliver measurable results under EU timelines. The extent to which BiH can translate the RA into functioning implementation structures and credible delivery will shape both access to funds and the country’s broader accession credibility.
